Academy Museum Launches Next Month With ‘Wizard of Oz’ Special Screenings The Academy Museum of Motion Pictures‘ inaugural in-person schedule for its first three months will begin on its Sept. 30 opening day with two special presentations of the 1939 classic “The Wizard of Oz.” Those will feature live musical accompaniment by the American Youth Symphony conducted by composer David Newman, the museum said Wednesday.

The museum will offer more than 115 film screenings, discussions and programs. According to a museum statement other highlights include the launch of these ongoing series:

· *Stories of Cinema*: featuring screenings of films highlighted in the museum’s core exhibition, including Real Women Have Curves (USA, 2002) and The Way of the Dragon (Hong Kong, 1972).
· *Oscar® Sundays*: held every Sunday evening in the David Geffen Theater, this series celebrates films that have been honored at the Academy Awards®. For the series’ first iteration, we are celebrating the work of women directors, including Harlan County, U.S.A. (USA, 1976) and Seven Beauties (Italy, 1975).
· *Family Matinees*: held every Saturday for families of all ages, screenings will include Moana (USA, 2016), The Book of Life (USA, 2014), and Labyrinth (UK/USA, 1986).
· *Legacy*: launching with a discussion between Laura Dern and her parents Bruce Dern and Diane Ladd.
· *In Conversation*: launching with a discussion of how to contextualize cinema, featuring producers Effie T. Brown and Heather Rae.

Special series and standalone screenings for the opening months include:

· *Malcolm X** in 70mm*: a screening for Academy Museum Members of the seminal film, with special guests Spike Lee and Denzel Washington.
· *Oscar® Frights*: featuring screenings of Oscar®-winning and nominated horror films, including Get Out (USA, 2017) and Psycho (USA, 1960).
· *Hayao Miyazaki*: in conjunction with the Academy Museum’s landmark exhibition on Hayao Miyazaki, the Academy Museum will screen the filmmaker’s complete body of work as a feature director, including My Neighbor Totoro (Japan, 1988) and Spirited Away (Japan, 2001).
· *Imperfect Journey: Haile Gerima and His Comrades*: following honoring Haile Gerima at the Academy Museum Opening Gala, the museum is thrilled to present this series focused on Haile Gerima’s work as a director and the work of some of his mentees and comrades, including Malik Sayeed, Bradford Young, and Arthur Jafa. Opening night hosted by Ava DuVernay.
· *Sound Off: A Celebration of Women Composers*: in honor of the Academy Museum’s gallery created with composer Hildur Guðnadóttir, Sound Off will feature screenings of films scored by women composers, including Joker (USA, 2019), scored by Guðnadóttir and Tron (USA, 1982), scored by Wendy Carlos.
· Retrospectives of films by *Jane Campion* and *Satyajit Ray*, the latter of which draws from the Academy Film Archive’s rich holdings of Ray’s films.
· *Beyond the Icon: Anna May Wong*: which celebrates the early film star’s work and legacy and includes screenings of Piccadilly (UK, 1929) and Shanghai Express (USA, 1932).
· Special screenings, including the 20th anniversary of Atanarjuat: The Fast Runner (Canada, 2001).

The museum’s ongoing virtual programs include a conversation with writer-director Spike Lee and writer-director-producer Shaka King, and a 20th Anniversary screening of “Y tu mamá también“(Mexico, 2001)with a conversation between cinematographer Emmanuel “Chivo” Lubezki and writer-director Alfonso Cuarón.

The recipient of the "Photographer of the Year Award" went to photojournalist Istvan Kerekes from Hungary for his photo "Transylvanian Shepherds." In the photo, shot on an iPhone 7, two rugged shepherds are traversing a snowy industrial area in the Romanian city of Târgu Mureș, each while carrying a lamb.

Other top winners included Sharan Shetty from India for his photo "Bonding," where a man and his horse commune in an empty landscape, and Dan Liu from China for his "A Walk on Mars" photo of an astronaut traversing a desolate Martian-esque landscape. Venice avoids designation as UNESCO heritage site in danger

MILAN (AP) — Venice and its lagoon environment avoided placement on UNESCO’s list of world heritage sites in danger Thursday following Italy’s ban on massive cruise ships traveling through the city's historic center. Preservation groups immediately criticized the decision by UNESCO's World Heritage Committee.

The committee, which is meeting in China instead has asked Italy to submit by December 2022 an update on efforts to protect Venice from excessive tourism, population decline and other issues that will be considered at a meeting in 2023.

The Italian government moved this month to avoid the danger designation, pledging to reroute massive cruise ships starting Aug. 1 from the city's historic center to an industrial port still within the Venice lagoon. The ships’ passage through St. Mark's Basin and the Giudecca Canal, which resumed recently after a long pandemic pause, was among the reasons UNESCO had cited for listing Venice’s status as at risk.

Italian Culture Minister Dario Franceschini welcomed UNESCO's decision and credited the government's recent move to ban ships over 25,000 tons from Venice waterways facing St. Mark's Basilica and the Doges Palace.

“Now, the global attention on Venice must remain high, and it is everyone’s duty to work for the protection of the lagoon and identify a sustainable development path for this unique reality,” Franceschini said in a statement.

But non-governmental groups acting as observers to the process said the cruise ship ban only addressed one of many issues threatening Venice, which include over-tourism, the management of cultural and natural resources, and controlling urban development.

The new secretary and undersecretary of the Vatican’s Congregation for Divine Worship both have studied at the Pontificio Ateneo Sant'Anselmo, an institute in Rome whose school of liturgy has had increasing influence in liturgical norms coming from the Vatican.

Created in 1637, disbanded in 1837 and restored by Pope Leo XIII in 1887, the Ateneum’s headquarters have been on the historic Aventino Hill in Rome since 1896. The Pontifical Liturgical Institute of the Pontificio Ateneo Sant'Anselmo was established in 1961 by Pope John XXIII and was entrusted to the Benedictine monks. 

The Apostolic See established it as the faculty of Sacred Liturgy of the Pontificio Ateneo Sant'Anselmo; it is located just a few feet away from the Roman Church of Santa Sabina where pontiffs, including Pope Francis, traditionally celebrate Ash Wednesday Mass every year.

Archbishop Piero Marini, the pope's master of ceremonies for his trips in Italy and a former master of ceremonies for Pope John Paul II, is also a proud alumnus of the institute. Piero Marini is regarded as responsible for the extravagant liturgical vestments that John Paul II was forced to wear during his final years. Upon entering his office, Pope Benedict XVI immediately transferred Marini to the office for Eucharistic Congresses.  

Fr. Corrado Maggioni, who has been serving at the Congregation for the Divine Worship and the Discipline of Sacraments since 1990 and is now an undersecretary at the congregation, also studied at Sant'Anselmo.

During the discussions related to the liturgical reform of the Second Vatican Council and its ensuing implementation, the Pontifical Institute became a reference point for every liturgical debate - frequently taking the “progressive” side.

One of the most prominent teachers at the Sant'Anselmo is the theologian Andrea Grillo, a vigorous defender of the recent motu proprio Traditionis custodes which abrogated the liberalization of accessibility to the Ancient Rite Mass made by Benedict XVI. 

Among other things, Grillo has campaigned in favor of imposing an institutional silence on the pope emeritus, and attacked repeatedly the four cardinals who presented the dubia about Pope Francis' apostolic exhortation Amoris Laetitia.

Maggioni and Archbishop Marini were both members of the commission that drafted the motu proprio Magnum Principium of Sep. 3, 2017, where Pope Francis shifted the translations of liturgical texts to the local bishops' conferences; this ended the Vatican’s policy of producing uniform translations. 

Cardinal Robert Sarah, then-prefect of the congregation, was marginalized from those discussions.

When the Vatican officially announced that Pope Francis appointed Bishop Vittorio Viola as secretary of the Congregation for the Divine Worship, and Msgr. Aurelio Garcia Macias as undersecretary, it became evident to insiders that the more liberal Sant'Anselmo Institute had taken control of most liturgical issues.

Observers claim that the Sant’Anselmo alumni and professors are now everywhere. Msgr. Maurizio Barba, an official of the Congregation of the Doctrine of the Faith, teaches there. And so does the Carmelite Friar Giuseppe Midili, who is currently the director of the Rome vicariate's liturgical office.

Midili is a candidate to succeed Msgr. Guido Marini as the pope's master of ceremonies. Another candidate for the position is Fr. Pietro Muroni, dean of the Pontifical Urban University’s faculty of theology, and consultant of the Office for the Liturgical Celebrations of the Supreme Pontiff. He studied at the Sant'Anselmo too. 

There are exceptions to the views of the institute’s alumni; Msgr. Guido Marini, also an alumnus of the institute, has made a great effort to balance tradition and innovation as Pope Francis' master of ceremonies.

But the increasing influence of Sant'Anselmo’s positions on liturgical issues has not passed unnoticed among the curia ranks. And some insiders are saying that the institute’s cohort is behind Pope Francis' motu proprio Traditionis Custodes, which abrogated the liberation of the celebration of Masses according to Pope John XXIII's 1962 missal.

ROME (AP) — With daily COVID-19 cases sharply rising again, Italy will soon require people to have passes reflecting their health status to access gyms, museums, movie theaters, the inside of restaurants and other venues.

Premier Mario Draghi’s government approved a decree Thursday ordering the use of the so-called “green” passes starting on Aug. 6. To be eligible for a pass, individuals must prove they have received at least one vaccine dose in the last nine months, recovered from COVID-19 in the last six months or tested negative in the previous 48 hours.

The passes will be needed to dine at tables inside restaurants or cafes, to attend sports events, town fairs and conferences, and to enter casinos, bingo parlors and pools, among other activities. according to officials.

The certification is needed to “to keep economic activity open″ and will allow people to enjoy entertainment ”with the assurance they won’t be next to contagious people,” Draghi said.

"The Italian economy is going well. It's reviving, and Italy is growing at a rhythm superior to that of other EU nations,'' the premier told reporters.

Some 40 million people in Italy have already downloaded a “green pass,” Health Minister Roberto Speranza said. He noted that the certification is already required to attend wedding receptions and to visit residents of care homes.

More than half of people in Italy older than 12 and thus eligible for COVID-19 vaccines have received two doses, and several million more have received a first dose.

In a speech to the nation just ahead of Bastille Day on July 14 celebrating the French Revolution, President Emmanuel Macron delivered a paradoxical blow to the Republic’s famous slogan: Liberté, égalité, fraternité. He announced a series of measures to speed up the pace of covid-19 vaccinations which undermine individual liberties and threaten a strong political and economic backlash. Already during the covid-19 pandemic, the French had to cope with some of the most severe lockdowns in the world, which curtailed both economic freedom and important civil liberties.

**Government’s Pretense of Superior Knowledge**

Invoking a surge in infections with the covid-19 delta variant, Macron urged French citizens to get vaccinated in order to achieve a 100 percent vaccination rate across the country. Vaccination was made compulsory for all healthcare workers after September 15, and proof of vaccination or a negative test in the form of a health pass will need to be shown by everyone who wants to get into a café, restaurant, shopping mall, and cultural places like cinemas, theaters, or concert halls or in order to board a train or a plane.1 In autumn, PCR (polymerase chain reaction) tests will no longer be free of charge and the new measures will apply also to twelve- to seventeen-year-olds. Although Macron claims that vaccination is not compulsory for the general public for now, he is de facto obliging everyone who wants to live a normal life to take the shot.

Within a few hours after the announcement, close to 1 million people rushed to book jabs and a few hundreds of thousands more followed the next day. At the same time, over a hundred thousand people took to the streets across France to protest against vaccination and covid-19 health passes. People are baffled by the severity of Macron’s decisions, in particular when the pace of vaccination in France was actually not that slow. About 54 percent of the French have received at least one vaccine dose as of July 15, which is almost similar to the EU and US averages and double the world average of 26 percent. Moreover, the UK experience shows that although more contagious, the delta variant is much less dangerous, causing far fewer hospitalizations and deaths. The French government’s 100 percent vaccination target also seems disproportionate when most experts agree that herd immunity is reached when around 70–90 percent of the population has acquired immunity either through vaccination2 or by contracting the disease and developing antibodies. Strangely enough, the measures also apply to adolescents even though it may be that healthy young people are more vulnerable to the side effects of the freshly launched vaccines than to covid-19 itself.3

Overall, Macron’s arguments do not seem to add up. Moreover, the pretense of superior knowledge, which is the usual pretext for government intervention, i.e., official experts know better than the ignorant public what is good for it, seems clearly misplaced in this case too. The government is requiring all staff in the healthcare system to get inoculated against covid-19, but the latter can hardly be called laymen. They are qualified healthcare professionals who have been battling the virus in the frontlines for almost a year and a half now and who probably also understand better than the rest of the population the benefits and risks of the covid-19 vaccines. In principle, medical staff should be best placed to make a cost-benefit analysis of the risk of catching the virus and taking the jab. And yet the government has stepped in to oblige the majority of them to get vaccinated, because only about 42 percent of hospital workers and 49 percent of those working in the care system have been vaccinated twice so far in France. This ex-cathedra imposition of vaccination on a group of qualified medical professionals is certainly not going to reduce the overall vaccine skepticism among the French.

**Heavy Attack on Individual Liberties**

Prominent French politicians from both right and left criticized Macron’s expanded use of the health pass with strong words, calling it a “deprivation of freedoms” and a “health coup d’état.” Indeed, the Charter of Fundamental Rights of the European Union protects the right to the integrity of the person (article 3), which requires “the free and informed consent of the person concerned” in the field of medicine. The same EU fundamental law upholds other individual rights, such as the right to own and use property, choose an occupation and seek employment, conduct a business, and enjoy freedom of thought and association with other people, which seem curtailed by Macron’s recent measures. The government-mandated health pass artificially divides the French population into two categories—vaccinated and unvaccinated—and this despite the fact that the medical effects are not that clear, as vaccinated people can also transmit the virus, but apparently with lower intensity. Nevertheless, one should not have high hopes that the new measures could be overturned in court. Ironically, the EU’s fundamental law also stipulates for the majority of citizens’ rights that they are subject to “national laws” or the “public interest.”

From the rational ethics perspective of human action developed by Murray N. Rothbard, Macron’s compulsory vaccination campaign appears even more problematic. Central to Rothbard’s libertarian theory is the concept of property rights that should guide all aspects of human action. The right of every person to own his physical body and the natural goods transformed with its help represents an absolute ethical rule and determines all human rights. Rothbard shows very convincingly that all human rights must be grounded in property rights. Otherwise individual liberties risk being relativized and weakened on behalf of the public interest and other policies. In a free society based on peaceful cooperation and voluntary interpersonal relations, aggression occurs when somebody invades the property of another—be it the person or the goods he owns—without the victim’s consent.

In the case at hand, the aggressors of peaceful social cooperation are neither the vaccinated nor the unvaccinated, unless someone purposefully puts at risk the health or property of somebody else. This does not mean that someone cannot be prevented from accessing certain venues or activities when their rightful owners set preventive sanitary rules, but Macron’s blanket extension of the health pass to activities and businesses which are not 100 percent owned by the state represents a blatant encroachment of property rights and discriminates against unvaccinated people. And although France is far from being a free market paradise, the vast majority of shopping malls, cafés, restaurants, cinemas, theaters and other cultural places are private property. Private ownership can be found also in the healthcare and transport sectors, although at a smaller scale. It is not difficult to imagine the discontent of private businesses facing a significant negative economic impact from Macron’s edict.

Rothbard defends the validity of his theory also in extreme cases, the so-called lifeboat situations, and the logic fits the covid-19 pandemic as well. It was claimed that no theory of absolute inviolable rights could function properly in extreme crisis situations. However, Rothbard countered that the apparent war of all against all in a “lifeboat situation” is precisely due to the fact that the property rights have not been well defined. If the ownership and rules governing a property are clear, a nonviolent solution can be found even in a crisis situation. Although this solution may seem harsh to some, and may not comply with all personal moral values, there is unfortunately no other principle of property allocation that would be more tolerable or could endorse a coherent human rights theory. The controversy and dissatisfaction raised by the extension of the government-mandated health pass in France proves once more the validity of Rothbard’s theory.

**Conclusions**

Far from being a ticket to freedom as portrayed by President Macron, the government-mandated health pass is weakening further the French people’s fundamental freedoms. It also creates an artificial division among vaccinated and unvaccinated people, causing resentment and undermining peaceful social cooperation. However, the new rules could still be reversed. This way France would have a chance of living up to the famous slogan of its revolution.
