Coronavirus outbreak: Japan PM proposes state of emergency

Japan's prime minister on Monday proposed a state of emergency for several major regions seeing a sharp rise in coronavirus cases, as well as a stimulus package worth $1 trillion to cushion the impact on the world's third-biggest economy. The official declaration of the state of emergency would likely come as soon as Tuesday, Shinzo Abe told reporters, as the country grapples with a recent spike in coronavirus cases, especially in the capital Tokyo. "Currently, we are seeing rapid increases of new infections particularly in urban areas like Tokyo and Osaka," said Abe. The declaration hands regional governors the power to ask residents to stay inside, seek the closure of businesses that attract large crowds and commandeer land and buildings for medical purposes.

But it falls far short of the sort of lockdown measures imposed in parts of Europe, where police have patrolled the streets and fined offenders. "We envision, for a period of about one month, that we will ask further cooperation of the Japanese people to reduce person-to-person contacts that lead to infections," said Abe. The measure does not include legal powers to enforce requests for people to stay inside, or punishments for people who fail to do so. "In Japan, even if we declare a state of emergency, we will not close cities as seen in foreign countries. Experts have told us that there is no need for such a step," said Abe. Tokyo's Governor Yuriko Koike has already urged residents of the capital to avoid non-essential outings on weekends and to work from home during the week. Concerns are starting to be raised about medical facilities in Tokyo, with doctors saying the situation is becoming stretched and staff overrun.

"From the medical point of view, Tokyo faces a critical condition," said Haruo Ozaki, head of the Tokyo Medical Association. The measures lack the teeth seen in other parts of the world and experts say Japan's legal system restricts the government's ability to limit the movement of citizens. "Japan is still haunted by the negative legacy of the war and the oppression of its citizens," said Yoshinobu Yamamoto, an emeritus professor of international politics at the University of Tokyo. But he said if the relatively relaxed measures proved insufficient to curb the spread of the virus, "calls for a stronger power to control people may grow". Japan has so far been spared the sort of crisis seen in parts of Europe and the United States, with around 3,650 cases across the country -- compared to around 330,000 in the US and around 130,000 in Italy and Spain.

Abe stunned the country in late February by calling for a nationwide shutdown of schools, at a time when there were only a handful of cases and few other countries had taken such a measure. But a recent spike in cases, especially in Tokyo, has raised renewed concern. New cases in the capital have been hitting almost daily records -- 148 on Sunday and 83 cases on Monday -- still far below figures seen elsewhere but enough to prompt official action. Separately, Abe unveiled a stimulus package worth around 108 trillion yen that he said was worth 20 per cent of GDP, "an unprecedented scale". However, Naoya Oshikubo, senior economist at SuMi TRUST, said it would not ensure Japan avoids a recession in the first half of 2020 "but will kickstart a V-shaped recovery" in the second half. The Japanese economy was tottering even before the coronavirus struck, with growing fears of a recession. Dai-ichi Research Institute said additional restrictions in Tokyo were estimated to slash Japan's GDP by 5.1 trillion yen (USD 47 billion) for a month. The postponement of the Tokyo Olympics until July 2021 is also likely to take a chunk out of the country's GDP although the losses should be recouped when the Games go ahead. Like other major central banks, the Bank of Japan has unveiled emergency measures to stem the economic damage.

Spain declared Monday a fourth consecutive drop in the number of coronavirus-related deaths, with 637 over the past 24 hours, the lowest number in nearly two weeks. Fatalities, which were sharply down on the record 950 on Thursday, brought the total deaths in the country to 13,055, second only to Italy.

Villavicencio, Colombia, Apr 7, 2020 / 12:00 am (CNA).- The president of the Colombian bishops’ conference, Óscar Urbina, suspended 15 priests of his archdiocese from ministry who have been accused of sexual abuse. Other jurisdictions in the country have removed four other priests.

Archbishop Óscar Urbina of Villavicencio told Colombian media that the accused priests represent 15% of the city’s priests.

The priests are accused of committing sexual abuse in Colombia, Italy and the United States, Caracol Radio reported.

Fr. Carlos Villabón, communications director and chancellor for the archdiocese of Villavicencio, told ACI Prensa, CNA’s Spanish language news partner, that the 15 priests were suspended while a canonical investigation proceeds at the Vatican.

“On March 16, 2020 these 15 priests were notified after a preliminary investigation was carried out. They are neither convicted nor acquitted by this suspension, only asked to relinquish their parish duties, cease celebrating the Eucharist and cease their ministerial service while the complete investigation is conducted,” the priest explained.

The results of the preliminary investigation “are now being sent to the Congregation for the Doctrine of the Faith at the Vatican, and there they will determine the gravity of the facts and what the Church calls a penal canonical process will be conducted,” Villabón said.

“It’s unknown how much time the canonical process will take, but the idea is that it proceed as quickly as possible, considering that in Italy and in many parts of the world there’s a quarantine because of the coronavirus,” the communications director added.
Caracol Radio published a list of the 19 priests, but Villabón told ACI Prensa that the archdiocese would neither confirm nor deny the names reported.

 “According to a witness under protection by the prosecutor’s office, the 19 priests apparently formed a network of abusers, Caracol Radio reported.

In an April 3 statement, the archdiocese of Villavicencio announced that an accusation was received Feb. 14, 2020 concerning “acts against sexual morality by some priests of this archdiocese.”

“Having as a priority the alleged victim, we expressed to him our deep pain and solidarity and have offered him psychological and spiritual accompaniment. We reaffirm our commitment to act with clarity and transparency for his good and that of the Church,” the statement said.

Following the protocols of the Archdiocesan Commission for the Protection of Minors, once the abuse was reported, the regional prosecutor’s office was notified and “we made ourselves completely available to cooperate in the investigations taking place in this case,” the statement said.

The archdiocese said that it has taken steps “to eradicate the terrible evil of abuse within and outside our institution. We ask to be informed of any situations where one of our members has finally betrayed his vocation of service and dedication to the Lord and the community.”

Asian shares rise, echoing Wall St optimism on virus battle

TOKYO (AP) — Asian shares rose Tuesday, echoing the rally on Wall Street, amid a few glimmers of hope that the coronavirus pandemic could be slowing.

Japan's benchmark Nikkei 225 gained 2.0% to finish at 18,950.18, while South Korea's Kospi gained 1.9% to 1,825.42. Hong Kong's Hang Seng added 1.5% to 24,092.69, while the Shanghai Composite jumped nearly 2.0% to 2,818.35.

Australia’s S&P/ASX 200 lost 0.7% to 5,252.30. India's Sensex surged 6.5% to 29,370.82.

China on Tuesday reported no new deaths from the coronarivus over the past 24 hours and had 32 new cases, all from people who returned from overseas. The country that gave rise to the global pandemic has recorded 3,331 deaths and 81,740 total cases. Numbers of daily new deaths have been hovering in the single digits for weeks, hitting just one on several occasions.

The number of new coronavirus cases is dropping in the European hotspots of Italy and Spain. The center of the U.S. outbreak, New York, also reported its number of daily deaths has been effectively flat for two days. Even though the U.S. is still bracing for a surge of deaths due to COVID-19 and New York’s governor said restrictions should stay in place to slow its spread, the encouraging signs were enough to launch the S&P 500 to its best day in nearly two weeks.

“We’re running on raw optimism, maybe that’s the best way to put it,” said Randy Frederick, vice president of trading and derivatives at Schwab Center for Financial Research.

Investors have been waiting anxiously for signs that the rate of new infections may be hitting its peak, which would give some clarity about how long the upcoming recession will last and how deep it will be.
